Security, veteran support, and preparations for the winter season were discussed in the Chornobaivka community

A meeting of the Working Group of Community Engagement took place in the Chornobaivka community in a hybrid format, attended by representatives of the military administration, the village council, the civil society sector, and the United Nations Development Programme (UNDP) in Ukraine. Participants discussed the security situation, updated information on current activities, and outlined plans for the near future.

A key topic of discussion was veteran policy and reintegration. Participants reviewed the results of strategic sessions held over the summer regarding support for veterans and their families. They emphasized the importance of establishing an effective community-level coordination mechanism to support veterans in various life situations and of developing relevant roadmaps.

A study visit to the Dnipropetrovsk and Mykolaiv regions—scheduled for the autumn—was announced for specialists working in the veterans' sector; the trip aims to examine the operational experience of local veteran support centers.

Community representatives noted that the security situation remains highly challenging and continues to deteriorate. Constant shelling and attacks disrupt logistics, the delivery of goods, and safe movement.

Consequently, during the meeting, participants compiled a list of the community's urgent needs for the coming six months and the winter period.

Energy independence and the power of critical infrastructure facilities remain top priorities for the community. To protect the population and staff of public institutions from drones and shelling, there is a need for specialized early threat-detection systems, net launchers, anti-drone netting, and shrapnel-proof shelters near areas where people congregate.

It is also necessary to equip apartment buildings with fire extinguishers to ensure rapid fire extinguishing after attacks.

Equipping social facilities—such as "Resilience Centers"—and ensuring barrier-free access to the community's administrative buildings remain pressing priorities.

The working group also discussed issues related to education, children's leisure activities, and the implementation of adaptive sports and rehabilitation programs for veterans.

The collaborative efforts of local authorities, active residents, and international partners enable the prompt identification of challenges and the securing of resources to maintain the functionality and safety of the Chornobaivka community.

This grant initiative is being implemented by the Kherson Regional Charitable Foundation Union within the framework of EU4Recovery—a flagship partnership between the European Union (EU) and the United Nations Development Programme (UNDP) in Ukraine, co-financed by the Government of Sweden.
