Selection of members of the competitive commission for evaluating ideas regarding desired initiatives in the field of restoration of the three communities of the Kherson Region



Kherson Regional Charitable Foundation "Union", in partnership with the military administrations of the Chornobaivka, Bilozerka, and Stanislav communities, invites potential candidates to join the competitive commission for evaluating ideas regarding desired initiatives in the restoration of the three communities.

The role of the competitive evaluation commission is:

- Evaluating the ideas submitted from November 2023 to February 2024 based on the defined evaluation criteria. 

- Providing recommendations on whether each idea should be funded in 2024 in the communities. 

Context 

From November 20 to December 18, 2023, online and from January 15 to February 14, 2024, offline, the "Union" Foundation, in cooperation with the military administrations of the Stanislav, Bilozerka, and Chornobaivka communities, collected ideas regarding desired initiatives in the field of reconstruction among the displaced and remaining population of the specified communities. 

Ideas were collected in two stages: online and offline. In addition to the general goal of the idea, community residents could also indicate the field to which their idea belongs, who is the beneficiary of the implementation of such an idea, who should participate in its implementation, where the idea should be implemented, and also who should finance it. 

Everyone who would like to participate directly in implementing the idea had the opportunity to indicate in which format they are ready to participate and leave contacts for further communication. 

595 ideas were submitted during the specified period - 343 ideas online and 252 ideas offline: 

  • the Chornobaivka community: 257 ideas 
  • the Bilozerka community: 175 ideas 
  • the Stanislav community: 153 ideas 

Currently, the evaluation of the submitted ideas is planned, developing several projects based on them, which are relevant for communities and can be implemented in a short time, and with the support of international partners in cooperation with military administrations with the implementation by the end of 2024.

Conditions 

This announcement regarding the selection of members of the competitive commission for evaluating ideas is intended to make the process of selecting ideas for further funding transparent and to prevent conflicts of interest during the evaluation and further implementation of ideas. 

The competitive commission for evaluating will consist of 6 representatives of the Kherson region: 

- 5 representatives of the Kherson region, who will be determined by this announcement on the selection of members of the competitive commission for evaluating. 

- 1 representative of the "Union" Foundation.

Process 

- The competitive commission for evaluating will receive ideas for desired community revitalization initiatives from the "Union" Foundation, along with confirmed evaluation criteria and any other background information, at least one week before the evaluation deadline. 

- Each idea will be evaluated by all members of the competitive commission. 

- Evaluators will evaluate submitted ideas by validated criteria and may also comment on each idea. 

- Evaluators will return their evaluations to the "Union" Foundation by the date agreed upon at the beginning of the process. 

- For each idea, the "Union" Foundation sums up the evaluation of all evaluators and divides it by the number of evaluators. Then, it classifies each idea in order from the highest to the lowest score. After that, a financing offer will be created. 

- The "Union" Foundation convenes a meeting of the competitive commission for evaluating to review and agree on the final version of the funding proposal. This meeting can be face-to-face or at a distance, for example, via Skype, Zoom, etc.

Protocol 

To avoid any conflict of interest with any of the members of the competitive commission for evaluating, participants will be sent a conflict of interest form in the invitation email. They will be asked to fill out and return a conflict of interest form in advance. 

The members of the competitive commission are people who are not the authors of the submitted ideas, which are evaluated as additional protection against conflicts of interest. 

The members of the competitive commission for evaluating will be provided with the following documents at least one week before the deadline for finalizing the funding proposal: 

- Criteria for evaluating ideas 

- List of ideas to be evaluated 

- Excel file or Microsoft|Google form to enter evaluation results and any comments 

The members of the competitive commission for evaluating will have the opportunity to ask any questions during the meeting of the competitive commission for evaluating and request additional information about the evaluation and selection process. Decisions during the work of the competitive commission for evaluating are made by majority vote. 

Result 

The outcome of the meeting of the competitive commission for evaluating will be the agreement and signing of the proposal for financial support of ideas, which consists of a list of ideas sorted by the order of points according to the evaluation results, recommending whether they should be accepted, rejected or kept in reserve in the form of a list. A proposal for financial support for ideas may also include recommendations, suggestions, or comments. A completed proposal for financial support of ideas will confirm the evaluation and selection process.

Criteria 

The general evaluation of the idea consists of the following criteria: 

1) Feasibility of the initiative in the current security conditions. 

2) The possibility of implementing the initiative within 4 months. 

3) Involvement (how much community/village residents can be involved in the initiative). 

4) Sustainability of the initiative (will the initiative have a prolonged effect and will benefit the community/audience after the end of funding). 

5) Relevance for the community (is the presented idea really relevant for the community). 

6) Availability of contacts of the idea's authors and their willingness to participate directly in implementing of the initiative. 

7) Potential budget of initiatives. 

The criteria will additionally be defined by a separate working group before the evaluation process and will be submitted to the members of the competitive commission for evaluation before the evaluation process. 

Each criterion has a balanced effect on the overall score. The evaluation system is carried out from 0 to 10, where: 

· 0 – non-compliance with the criterion; 

· 2-4 – low criterion compliance; 

· 6-8 – medium-high criterion compliance; 

· 10 – maximum criterion compliance. 

The average score for all criteria is calculated to count up the final score for each idea. Based on the commission's assessment results, a list of ideas that will be recommended for funding by the end of 2024 will be drawn up.

Requirements for members of the competitive commission for evaluating

To submit your candidacy for participation in the competitive commission for evaluating, you must: 

1. Be ready to evaluate all ideas in accordance with the procedures described above in a short period of time. 

2. Access the Internet to participate in online meetings and complete the necessary online forms during the evaluation of ideas. 

3. Meet the criteria: 

· Be a citizen of Ukraine; 

· Be older than 18 years; 

· Do not have a criminal record and/or open criminal records against yourself; 

· Live in the community's territory no later than 2021 (everyone who lived in the community until 2021, and then changed their residence and did not return after 2021 cannot participate in this assessment. The displaced people after February 24, 2022, can take part in the evaluation, as well as those who returned after the specified date and live in the territory of the community); 

· Have an active civic position; 

· Confirmed work experience and/or provision of volunteer/charitable assistance to the population, institutions, etc., on the community's territory after November 2022 will be an advantage during the candidacy review.

Among all the candidates, 5 representatives of the Kherson region will be invited to join the competitive commission for evaluating. 

The existing quota: 

1 representative of the local self-government bodies/military administration of the community, 2 representatives of civil society organizations, volunteers or active citizens/residents/IDPs living and/or performing their work on the territory of the community, 2 representatives of civil protection/State Emergency Service or other organizations, institutions of various forms of ownership related to the specified community. 

The "Union" Foundation, an apolitical independent non-governmental non-profit organization operating in the territory of the Kherson region since 2011, will conduct an evaluation and determine the composition of the competitive commission for evaluating ideas. 

All candidates will be notified of the results, and selected candidates will be invited to an online meeting to further work on the assessment. 

Key dates 

By May 19, applications will be accepted from potential candidates who wish to join the competitive commission for evaluating ideas. 

By May 24, a competitive commission will be formed to evaluate ideas and hold online introductory meetings with all members to instruct them. 

By June 7, evaluation of ideas and creation of a list of recommended ideas for their further funding. 

Additional information 

Please note that the evaluation of ideas does not entail payment or any other remuneration for the selected members of the competitive commission for evaluating ideas. The selected members of the competitive commission for evaluating cannot demand payment or any other remuneration from the "Union" Foundation or its partners for evaluating ideas according to the specified stages and criteria. 

The list of selected members of members of the competitive commission for evaluating is not public and will not be disclosed in order to avoid potential influence or pressure on the members of the members of competitive commission from outside. 

The results of the selection of ideas will be announced separately on the official resources of the communities, as well as on the website of the "Union" Foundation.
