For two years, the Working Groups on Public Safety and Recovery (WGPSR) have been operating in six communities of the Kherson region, bringing together representatives of the military administration, NGOs, rescuers, police, and municipal services.
During this time, the Union Foundation, in partnership with UNDP, held seven working group meetings in each community, where they discussed current challenges with the participants and developed solutions for security, recovery, and strengthening community capacity.
To strengthen the WGPSR activities, in April 2025, our Foundation purchased and transferred furniture, office equipment, and stationery to the communities for UAH 213,530.
In communities that have suffered from hostilities and are currently on the path to recovery, ensuring effective communication between residents, authorities, and partners is more critical than ever. Therefore, the Fund purchased a Minrray VC Kit video conferencing kit for the WGPSR in the Vysokopillia community. This equipment will help the working group technically conduct better meetings and coordination meetings online and discuss issues important to the community with experts and representatives of other regions.
The WGPSR in the Stanislav community received 10 modern “Vartovy 2.0” detectors to prevent drone danger.
The Chornobaivska community was given a flipchart, a multifunction device, and stationery for effective teamwork.
At the request of the Bilozerka community, three sets were provided: tables, armchairs, cabinets, and chairs. The Novovorontsovka community received 28 new comfortable chairs for the service building, which are already actively used for meetings and public discussions.
The WGPSR in the Kochubeyivka community was given 2 multifunction devices, cartridges, metal organizers, and clothes hangers.
The Working groups on public safety and recovery are not just formal structures, but real platforms for change. They help communities form a shared vision, attract resources, and join forces to solve urgent problems.
In December 2023, we also provided technical support to the newly created WGPSR, purchasing furniture, equipment, and stationery for UAH 120,000.
As a reminder, the WGPSR in the communities was created in the summer 2023 by orders of the heads of the military administrations within the framework of the initiative "Kherson region: public safety and recovery in conditions of change", implemented by the "Union" Foundation with the assistance of the United Nations Development Program (UNDP) in Ukraine with the financial support of the Government of Denmark.
