The Kochubeivka community summarizes two years of work of the WGPSR and outlines priorities for 2026



The ninth meeting of the Working Group on Public Safety and Recovery (WGPSR) was held in the Kochubeivka community, focusing on summarizing the interim results of two years of activities and discussing future plans.

Over the two years of the public safety working groups in six communities of the Kherson region, 54 meetings were held, in which 730 participants (140 unique) took part. More than 20 initiatives and several grant projects were implemented.

During this period, a security classroom was equipped in the Kochubeivska community, a video surveillance system was installed to assist the community police officer in his work, the needs of the local fire brigade were met, fire hydrants were installed, fire extinguishers were transferred to social institutions, a fire truck was received from partners from Germany, and the working group itself was supported through the purchase of office equipment and stationery. In the near future, the community is also expected to launch another initiative, which was supported by the UNDP.


The WGPSR participants discussed the priorities of the Kochubeivka community for 2026:

Security:

  • Purchase of a quadcopter for the police to monitor the situation in the community.
  • Protection of critical infrastructure facilities.
  • Providing educational institutions with frames, cameras, alarms, and panic buttons.
  • Installing a public alert system.
  • Purchasing mobile shelters for public gathering places.

Social sphere:

  • Purchasing a car for a social taxi (in particular, for transporting bedridden patients).
  • Arrangement of a veterans' space/hub.
  • Creating a real estate database for IDPs (to attract specialists and provide housing).
  • The possibility of repairing houses for IDPs at the expense of donors (purchase of houses from the local budget).
  • Creating a small hotel/hostel for IDPs and community guests.

Infrastructure:

  • Construction of bicycle paths.
  • Purchasing mobile offices (computers, printers, Internet boosters) for field receptions.
  • Purchasing branded workwear for utility employees.

Training and development:

  • Digital literacy training.
  • Expanding training on working with veterans.



The participants of the meeting expressed the hope that these ideas will be taken into account by the United Nations Development Program and other donors. Additionally, they emphasized the importance of involving the population in the community recovery and development process.

As a reminder, the WGPSR in the communities was created in the summer of 2023 by orders of the heads of the military administrations within the framework of the initiative "Kherson region: public safety and recovery in conditions of change", implemented by the "Union" Foundation with the assistance of UNDP, with the financial support of the Government of Denmark.
