The Working group meeting in the Stanislav community: discussion of the security situation and priorities for 2026

 


The ninth Working Group meeting was held in the Stanislav community, focusing on discussing the current security situation and determining priorities for 2026. The participants in the meeting, including representatives of local authorities, public organizations, police, and the State Emergency Service, expressed deep concern about the worsening situation in the region.

Unfortunately, the security situation in the community is worsening daily: all four settlements in the community are under fire, and there is no safe place for citizens' reception or storing property.

Among the key problems voiced, in addition to the security situation itself, is the lack of communication in Stanislav and Oleksandrivka, which complicates communication with residents and coordination of actions. The problem of looting was also noted. The community police officer reported a high demand for personal protective equipment, drone detectors, and other necessary resources.

The meeting emphasized that many people do not want to leave their homes, especially families with children. As of September 1, approximately 1,450 people remained in the community, with about 400 residing in Stanislav. Participants discussed the need to develop an information campaign to encourage people to evacuate, offering them specific options for accommodation and employment in safe regions.

Despite the difficult situation, the Working Group focused on planning for the future. It was emphasized that at this time, there is no question of strategic recovery planning, as the situation is too unstable. The priority is to address urgent issues and ensure the safety of the community.

Among the proposals for 2026 were:

  • The possibility of purchasing quadcopters for remote inspection of destroyed buildings and drone detectors was discussed.
  • It was proposed to purchase quickly assembled mobile hangars for the local fire department, since their building was burned down. This will allow the equipment to be stored and the hangars to be used as temporary premises for the local fire department after returning to Stanislav.
  • An urgent need for cables, SIP-wires, fasteners, and other consumables for repairing electrical networks was noted, since Khersonoblenergo cannot always provide prompt assistance.
  • The need for food for homeless animals was discussed, since, due to the security situation, volunteer organizations cannot come to sterilize or remove animals.
  • The idea was expressed to purchase armored vehicles for the Kherson Regional Municipal Emergency and Rescue Service to ensure the safe evacuation of the wounded and dead, since the local fire department does not have the appropriate means.
  • It was proposed to purchase mobile communication amplifiers for the headmen and inviolability points to provide alternative communication in the event of the absence of Starlink.
  • The need for mobile generators with a capacity of at least 40-45 kW for utility companies was emphasized, since less powerful ones cannot cope with the work of wells.

Despite the challenging security situation, during the two years of the WGPSR's activity, workplaces for the police were established in the community, the local fire department's needs were met, fire-fighting stands were installed, additional means of transportation for the local fire department were purchased, walkie-talkies, and drone detectors were acquired.

The meeting participants expressed gratitude for the support and emphasized the importance of continuing the work, despite the challenges. It was noted that the main task is to support the people who remain in the community and help the military who defend the region.

As a reminder, the WGPSR in the communities was created in the summer of 2023 by orders of the heads of the military administrations within the framework of the initiative "Kherson region: public safety and recovery in conditions of change", implemented by the "Union" Foundation with the assistance of UNDP Ukraine, with the financial support of the Government of Denmark.
