How to understand whether the city really needs another expensive procurement? How to notice an inflated price, discriminatory requirements, or other risks? And what to do when a tender raises suspicion?
The answers to these questions can be found in the strategic online game "Transparent City," created for those who want to learn how to monitor public procurement.
The player becomes a public inspector and influences the development of a virtual city. The game database contains 100 real cases covering various procurement types and common violations. You need to familiarize yourself with the tender description, analyze its details, and decide whether to approve the procurement or initiate an investigation.

Each decision has consequences. The more accurately the player evaluates the procurement, the higher the residents' trust becomes, the lower the level of corruption, and the more successfully the city develops. Wrong decisions, on the contrary, can lead to a loss of budget funds and a deterioration in city indicators.
The game helps to recognize typical corruption risks, read tender conditions more carefully, and better understand how citizens can control the use of budget funds. After completing all stages, the participant can receive an investigator certificate.
"Transparent City" shows that public monitoring of procurement can be understandable, accessible, and exciting.
