Results of monitoring public procurement in the Kherson region for November, 2024

The Fund's team, in partnership with the information and analytical online publication "MOST," analyzed the state of public procurement in Kherson and the region for November 2024. 

We found out that in November, expenses increased by UAH 23,656,227.16, or 20.40%, although fewer tenders were held than in October. 

In November, 209 tenders were announced by municipal and state institutions in the Kherson region for UAH 139,594,200.21. 

Of these, 157 tenders were held for a total of UAH 114,622,320.05. 52 tenders were not held for a total of UAH 24,971,880.16 due to the absence of participants or poor preparation of tender proposals. This is 17.89% of the total cost of all procurements in November, a positive trend compared to last month when this figure was 44.89%.

The share of tenders held with one participant remains extremely high, at 81.38% of all tenders held. Such a rather high figure significantly increases the risks of ineffective use of budget funds. 

Unfortunately, tenders are still won by suppliers with a dubious reputation, which negatively affects the efficiency of public funds use. In addition, a company associated with an aggressor country was involved in the tenders, which discredits the public procurement system. 

However, there are also positive cases. According to the YouControl system, some suppliers demonstrate a high reputation and transparency and have a high trust rating. This indicates the possibility of effective tenders and compliance with proper control.
