Results of monitoring public procurement in the Kherson region for December, 2024

In December 2024, UAH 355,604,452.79 of budget funds were spent on public procurement. This is three times more than in November 2024.

Still, compared to the analysis of previous months, the share of tenders held with one participant remains extremely high - 59.11%. This indicates a low level of competition among participants, which may result from insufficient transparency of procedures, insufficient promotion of tenders, or barriers to the participation of small and medium-sized businesses. 

An analysis of procurement by the Fund in partnership with the information and analytical online publication “MOST” in Kherson and the region for December 2024 revealed several risks associated with the involvement of contractors with a dubious reputation, inflated prices, and lack of transparency in individual tenders. 

Сontracts for constructing protective structures based on educational institutions (the so-called “underground schools”) remain the most problematic for the Kherson region. In addition to the fact that the executors of such projects appear in numerous journalistic investigations and court cases, they also have connections with people accused of treason. The lack of full documentation in public access, especially in cases where the executors have a very dubious reputation, raises suspicions about the integrity of the executors and calls into great doubt the transparency of such a tender. 

We also identified examples of effective use of budget funds, particularly in fuel and transportation purchases.
