We learned that 242 tenders were announced by municipal and state institutions in the Kherson region during this month.
Of these, 163 tenders were held for a total amount of UAH 63,866,082.80. The share of tenders held with one participant is exceptionally high - 52.1% of all tenders held. This is 85 procurements for a total amount of UAH 39,188,894.74.
The share of successful tenders with two or more participants is 47.9% of the total number of tenders held. This is 78 procurements for a total amount of UAH 24,677,186.06.
Such a distribution may indicate a low level of competition, which can affect the efficiency of using taxpayers' funds and not always guarantee a transparent selection of the best offer.
The fact that the total amount of tenders with two or more participants is less than 50% of that in tenders with one participant may indicate possible monopolization, prior collusion, connections with the authorities, or insufficient interest of competitors in tender procedures.
We analyzed state procurement in various sectors:
- Departments of Regional military administration, City military administration, communal enterprises
- Medicine
- Education
- Law enforcement agencies
- Military units and Kherson Regional territorial staffing and social support center
- Village councils
- State Emergency Service
We found that contractors with a negative history and defendants in lawsuits for price gouging and embezzlement of budget funds continue to win multi-million tenders in the Kherson region. Almost always, the winners are observed to lack open, detailed estimates in projects implemented at taxpayers' expense...
